The Legal Drinking Age in Cozumel and More
What Is the Legal Drinking Age in Cozumel?
If you’re wondering, “What is the legal drinking age in Cozumel?” the short answer is 18. Mexico’s current legal-age data lists 18 as the minimum age for purchasing and consuming alcohol, and that applies to visitors as well as Mexican residents. International Alliance for Responsible Drinking’s current minimum-age data confirms 18 for Mexico.
But travelers should know a few details. Being 18 doesn’t mean you can drink anywhere, carry an open beer down the street, or get behind the wheel after a night out.
As someone who has owned Stingray Villa in Cozumel for years, I hear these practical questions most often.
Can 18-year-olds legally drink in Cozumel?
Yes. An 18-year-old can legally purchase and consume alcohol in Cozumel under Mexican law. The minimum age applies to tourists too, not just Mexican citizens.
This sometimes surprises American visitors because the legal drinking age in the United States is 21. Once you’re in Mexico, however, Mexican law applies.
I think it’s worth making that distinction because I’ve seen people online confuse the U.S. drinking age with the Mexican one. Your passport doesn’t change the legal drinking age here.
That said, being legally old enough to drink is only part of the story. Where you drink, where alcohol is sold, and whether you’re driving afterward are separate issues.
Can American tourists drink at 18 in Cozumel?
Yes. An American who is 18 or older can legally drink alcohol in Cozumel. The Mexican drinking age doesn’t become 21 simply because you’re visiting from the United States.
The same basic rule applies to other foreign visitors. Mexico’s minimum legal age is 18 for alcohol purchase and consumption according to IARD’s jurisdiction-by-jurisdiction data.
Of course, a private business can have its own policies. A hotel, resort, beach club, or restaurant can set rules for its property, so I wouldn’t assume every establishment operates the same way.
Can you drink at 18 at a Cozumel resort?
Legally, 18 is the drinking age in Mexico, but individual resorts and other private businesses can have their own policies about alcohol service and access.
This is where travelers sometimes mix up two different ideas.
An adults-only hotel, for example, isn’t necessarily an adults-only drinking establishment. “Adults-only” usually describes who can stay at the property. The legal drinking age is a separate matter.
At Stingray Villa, we’re an adults-only property because we built the guest experience around couples who want a peaceful place to stay in downtown Cozumel. No kids’ club, no children’s play area, and, thankfully, no need to compete in a cannonball contest at the pool.
Some mornings, our guests are more interested in coffee than cocktails anyway
Can an 18-year-old drink at a Cozumel beach club?
An 18-year-old can legally drink in Cozumel, but the beach club must follow applicable alcohol regulations and can have its own policies. Being at the beach doesn’t create a special exception to alcohol laws.
I always tell guests to think of a beach club differently from a public beach or the street. A licensed business has rules governing how it serves alcohol.
And if you’re heading somewhere specifically to drink, take a taxi rather than driving. Cozumel has plenty of taxis, and spending a few pesos on a ride is a lot easier than dealing with an alcohol-related traffic stop.
Can you walk around Cozumel with an open beer?
The legal drinking age does not mean you have a free pass to drink wherever you want. Public consumption and open-container rules are separate from the minimum drinking age.
This is one reason I wouldn’t tell visitors, “You’re 18, so anything goes.”
Enjoy a margarita at a restaurant. Have a drink at an authorized bar. Sit down for dinner and order a beer. But walking around downtown with an open container is different.
When guests ask about Cozumel nightlife, I usually recommend keeping it simple: enjoy yourself at a legitimate establishment, respect local rules, and don’t turn the street into your personal bar.
What hours can you buy alcohol in Cozumel?
Alcohol-sale hours depend on the business type and applicable authorization. For our guests shopping at Mega, we tell them alcohol is generally sold Monday through Saturday from 10:00 a.m. to 9:00 p.m., and Sunday from 10:00 a.m. to 5:00 p.m.
That Sunday cutoff is the one people tend to forget.
If you’re staying at Stingray Villa and want to pick up beer, wine, or liquor for later, don’t leave it until Sunday evening. We’ve had so many guests ask about this that we tell them to plan.
The state framework also distinguishes between different types of alcohol establishments and their permitted sales hours, so I wouldn’t rely on an old travel blog that gives one universal closing time for every business.
For a visitor, the practical lesson is easier: if you need alcohol from a supermarket on Sunday, shop before 5:00 p.m.
What happens if you’re caught driving under the influence in Cozumel?
Don’t drink and drive in Cozumel. Local authorities have implemented alcohol-testing operations, and the consequences can include arrest and significant fines.
This isn’t one of those travel rules I’d treat casually.
In July 2025, the Cozumel municipal government launched its “Conduce con Vida, Cozumel Seguro” road-safety program, specifically targeting crashes linked to alcohol and speeding. The municipality stated that its alcohol-testing program could involve 72 hours of arrest and non-cancellable fines. Cozumel’s municipal announcement explains the local enforcement effort.
The municipality had also approved alcohol-testing operations in cooperation with the state health authorities. The municipal government described the program as a way to reduce crashes caused by driving under the influence.
And here’s my advice as a Cozumel host: if you’ve been drinking, don’t drive.
Take a taxi.
It’s that simple.
And if you’re here to scuba dive, there’s another rule I tell our guests
This isn’t a law. It’s just common sense from someone who has watched a lot of vacation plans unfold.
It’s very hard to scuba dive the day after drinking.
I know how vacation evenings go. You finish a dive, have dinner, order a drink, start talking, and suddenly it’s later than you expected. Maybe there’s another margarita. Maybe another beer.
Then morning arrives.
Your dive boat doesn’t care that you stayed out late.
Greg and I tell our scuba-diving guests that if diving is the reason they’re in Cozumel, alcohol should fit around the diving schedule, not the other way around. After your last dive, enjoy dinner, drink some water, and get some sleep before your next day underwater.
Cozumel has spectacular diving. You don’t want to spend your morning boat ride wishing you had gone to bed an hour earlier.
Does the drinking age apply on a cruise ship?
Cozumel’s legal drinking age is 18, but cruise ships can have their own alcohol policies while you’re onboard. Don’t confuse the cruise line’s rules with Mexico’s laws on the island.
This is another question I see travelers get mixed up about.
If you’re spending the day in Cozumel, you’re dealing with Mexican and local regulations. When you’re back aboard your ship, the cruise line’s rules can apply.
So check your particular cruise line’s policy rather than assuming the island’s drinking age automatically determines what happens onboard.
What should an 18-year-old remember about drinking in Cozumel?
For me, it comes down to four simple things:
You’re legally old enough to drink at 18. Drink where alcohol is legally served. Don’t assume you can drink in public just because you’re on vacation. And never drive after drinking.
If you’re coming to Cozumel as a scuba-diving couple, I’d add one more.
Save the serious drinking for after your diving is finished.
Cozumel has plenty of evenings for a cold beer, a margarita, or a glass of wine. There are also some pretty spectacular mornings underwater, and I’d hate for you to miss one because last night’s cocktail seemed like a better idea at the time.
